The Ntiyiso Consulting Group has been entrusted with the responsibility of being the National Cabinet Representative (NCR) that will manage the turnaround intervention in the Mangaung Metropolitan Municipality. This announcement was made this morning by the Minister of Finance, Mr. Enoch Godongwana at a meeting between the Minister and the Municipality’s Council.
As an organisation with deep expertise on the value chain of Local Government, and municipal functioning in particular, we look forward to working with all stakeholders in the effort to bring the Mangaung Metro back on track for the benefit of all residents of this historic city.
Our chosen team boasts a collective experience of over 100 years in both Local Government and the private sector. The team is made up of experts across institutional governance, political and stakeholder management and technical experts who will be central in partnering with the leadership and staff of the Mangaung Metro Municipality in delivering a program of change.

The intervention team shall be led by Mr Paul Maseko who has been appointed according to Section 139(7) of the Constitution to manage the intervention and the financial recovery plan of the Municipality. He leads a team comprising of governance, service delivery, and financial recovery specialists with an additional administrative support component. Mr Maseko has been given the necessary powers to issue directives and to ensure that the intervention is successful.
