Free State Cogta MEC Mxolisi Dukwana appeared before Parliament’s Select Committee on Cooperative Affairs and Traditional Affairs (Cogta).
Dukwana had to provide a progress report on municipalities that have been placed under investigation according to Section 106 of the Local Government Municipal Systems Act. His presentation was accompanied by a separate report on the Mafube Local Municipality which the Free State High Court ordered to place under administration in April following legal action by AfriForum and the Mafube Business Forum took the municipality to court.
The Cogta Select Committee has resolved to call the law enforcement agencies to report on why there has been a lack of action. However, this is no exceptional case in South Africa, and today we explore whether there are alternative systems through which communities could get service delivery.
