The Story
Vaal Central Water (VCW) is a critical water services provider across the Free State and Northern Cape,
but it was operating under severe financial strain. With R10.7 billion in outstanding debt owed by
municipalities, a 35% non-revenue water rate, and an operating cost coverage ratio of only 0.9 against a
sector average of 1.1, VCW needed more than incremental fixes. It needed a credible, comprehensive
