The Story

A region that extracts wealth without manufacturing it will always export its economic future. Fetakgomo
Tubatse Local Municipality, one of Limpopo’s most resource-rich areas, faced exactly this trap: 90% of
municipal revenue tied to mining exports, minimal local beneficiation, and a youth unemployment rate
exceeding 60%. Ntiyiso was commissioned to develop an SEZ Institutional Framework and Manufacturing
Industrial Masterplan to chart a different course.

What We Did

Established an SEZ Institutional Framework aligning FTLM and SEZ governance with national SEZ policy requirements

Identified 5+ priority industrial sectors, agro-processing, mining inputs, and more, with catalytic projects mapped to specific spatial nodes

Mandated 30% SMME procurement within SEZ supply chains through localisation policy design

Developed capital-raising strategies including PPPs and industrial development grant applications totalling R1.2 billion in identified investment opportunities

Partnered with TVET colleges to design sector-specific skills pathways targeting the municipality's youthful population (88% under 25)

This engagement demonstrates how place-based industrial strategy can unlock inclusive growth in
resource-rich but economically marginalised regions, turning extraction into production, and demographic
pressure into industrial advantage.
