Miyelani broadened the lens from South Africa to the wider African context, highlighting that the key challenge facing municipalities is not merely capacity, but capability. He emphasised that local government exists to deliver services and that every governance structure, reform, and system should ultimately be measured against this mandate. The discussion explored the importance of multidisciplinary capabilities, long-term municipal planning that transcends political cycles, and balancing fiscal consolidation with devolved responsibilities to strengthen municipal resilience and service delivery.
