The Story

Vaal Central Water (VCW) is a critical water services provider across the Free State and Northern Cape,
but it was operating under severe financial strain. With R10.7 billion in outstanding debt owed by
municipalities, a 35% non-revenue water rate, and an operating cost coverage ratio of only 0.9 against a
sector average of 1.1, VCW needed more than incremental fixes. It needed a credible, comprehensive
five-year strategic plan. Ntiyiso Management Consulting delivered exactly that.

What We Did

Established a unified strategic direction: vision ('A sustainable quality water and sanitation provider'), mission, and organisational values aligned with legislative and global mandates
Conducted a thorough situational analysis including SWOT, PESTLE, and Porter's Five Forces, providing a holistic view of VCW's internal and external environment
Benchmarked VCW's performance against industry peers including Rand Water and Magalies Water, identifying key improvement areas
Developed a tiered implementation roadmap with 29 specific initiatives across three phases: Tier 1 (2025-26), Tier 2 (2026-28), and Tier 3 (2028-30)
Prioritised 'Financial Efficiency' as a core strategic outcome with specific targets including improving revenue collection to 90%
Addressed aging infrastructure through planned investment outputs to reduce operational inefficiencies and service delivery risk
