Ntiyiso welcomes the arrest of individuals linked to a subcontractor on the Emfuleni Municipal Service

4 September 2026 – Ntiyiso Consulting Group (Ntiyiso) welcomes the arrest of individuals linked to a subcontractor engaged in field services under the contract managed on behalf of Emfuleni Local Municipality (ELM).

Ntiyiso has been contracted by Emfuleni Local Municipality for the management of Metering and Credit Control activities. Some of the field services associated with this contract were outsourced to a subcontractor, whose employees are among those arrested.

Ntiyiso commends the swift and decisive action of law enforcement agencies in uncovering this matter, and is working closely with them, providing any information required to support the ongoing investigation.

Ntiyiso confirms that the individuals arrested are employees of the subcontractor and are not employees of Ntiyiso.

Ntiyiso takes allegations of fraud, corruption and misconduct extremely seriously and maintains a zero-tolerance approach to unlawful conduct. In light of these developments and the need to uphold the highest standards of integrity and accountability in the delivery of public services, Ntiyiso has decided to terminate its contractual relationship with the subcontractor.

Ntiyiso has been working closely with the subcontractor to establish the facts and understand the circumstances surrounding the matter, and has indicated its willingness to cooperate fully with any lawful investigations and to support due process.

The occurrence of unscrupulous behaviour by technicians operating in this environment has become pervasive. In response, Ntiyiso has moved to fit each field worker with a bodycam, which is monitored at all times while they are in the field, to strengthen oversight and accountability in service delivery.

Following the termination of the subcontractor agreement, Ntiyiso has been working with Emfuleni Local Municipality to ensure there is no disruption to service delivery under the ongoing contract.

It is important to clarify that the alleged conduct of individuals employed by the subcontractor should not be interpreted as evidence of wrongdoing by Ntiyiso or its employees. Ntiyiso remains committed to delivering professional, ethical services that support effective local government and strengthen institutions that serve communities.

As investigations and related legal processes are ongoing, Ntiyiso will not comment further on the specific allegations or speculate on the outcome of proceedings. Further information will be provided where and when it is appropriate to do so.
